Board of Trustees
An elected 7 member Board of Trustees governs the Charter Township of Shelby. Each member serves a four-year term. The current term will end on November 20, 2012.
The Supervisor, Treasurer and Clerk are all full time positions, while the four Trustees are part time. All Board members have an equal vote on Township matters that come before them.
There are specific statutory responsibilities for each office.
The Supervisor oversees the day-to-day operation of the Township, including the Police and Fire Departments, except for those areas whose responsibility falls to the Clerk or Treasurer.
The Treasurer is responsible, by statute, for managing the Township funds. That includes paying the bills, collecting the taxes, and investing the money. Any monies paid to the Township in any department is handled in the Treasurer's office, and deposited by him into the appropriate account.
The Clerk handles all correspondence, administers the elections, maintains the voter registration files, and is recording secretary to all committees, commissions and boards in the Township. The Clerk is also responsible for authorizing all payments, so she compiles the bill runs for payment approval by the Board of Trustees.
The Trustees are fiduciaries who vote on issues before the Board. The Board as a whole makes the important decisions for the Township, including things like hiring staff, large purchases, new buildings, and so on. The Board sets the budget to establish the spending for the following year.
The Board meets regularly on the first and third Tuesdays of the month, at Township Hall. The agendas are available on this website, or on the local cable channel. There are frequent special meetings, which will also be listed on this website, under "upcoming meetings".

Your elected Township officials are committed to working cooperatively, solving problems, addressing your concerns, and building a stronger township. I will always remember that you, the people of Shelby Township, have elected me to this position and that it is you, not me, who retains the power.
Given our poor economic landscape, this is an especially challenging time for everyone. As Supervisor, I look forward to serving you by exploring new ground and learning new things so that together we can find ways of accomplishing work in simpler, faster, and better ways. That means we'll be confronting and working to resolve some very tough issues and remembering through it all that there's no wisdom like frankness.
Our ultimate goal will be to meet the needs of our community and do so with a balanced township budget with no new taxes or tax increases. We will prevail as long as we welcome ideas, advice, and support from each other, and fully commit ourselves to a shared vision and shared values. Tough times require tough decisions, and your Board of Trustees is ready to tackle tough decisions in a positive and proactive manner.

- A 37-year Township resident, Mrs. Kowal has served 6 years as a Township Trustee and the past twelve years as our Township Clerk.
- She has officiated over 23 consecutive elections, maintaining the highest degree of convenience, confidence and integrity in our local election process.
- Mrs. Kowal instituted her office as an official U.S. Passport acceptance agent, which has become both a great convenience for our residents and further has garnered a tidy profit for the Township.
- She has also assumed the duties of Township Freedom of Information Officer handling a multitude of varied requests with accuracy and dispatch.
- Married to Paul, they have 4 children, a son-in-law, a daughter-in-law, 2 terrific grandsons and an adorable grandaughter.
- Her youngest son proudly served the US Coast Guard.
- Mrs. Kowal has an accomplished knowledge of parliamentary procedure and is a Certified Municipal Clerk.

- Mr. Viar served on the Shelby Township Planning Commission and acted as the Township Dangerous Building Officer.
- His commitment to senior citizen concerns is exemplified by his volunteer efforts in the local Meals on Wheels Program.

- Paul and his wife Rosalie have raised a family and have deep roots in the community.

Paula Calvaruso Filar has been active on Shelby Township committees and commissions since 1995. She began her active civic involvement as Co-Chairperson of POST (Preserve Our Shelby Trees).

Prior to her election as a Trustee in 2000, she served as Secretary of the Shelby Township Planning Commission for four years, and as Chairperson of the Shelby Township Millennium Committee (1999-2000). Currently, in addition to her duties as a Trustee, she serves on the Township's Solid Waste and Recycling Committee. She is a member of the Macomb County Republican Party and a parishioner at St. Kieran's Church.

Paula is a partner in HCS Resource, a full-service staffing company. She and her husband Dave have two daughters, Michelle and Mary, and a son-in-law Doug who reside in Santa Monica, California.

A 33-year resident, Paula has lived her entire adult life in Shelby Township and plans to enjoy her retirement years living in the township. She believes Shelby Township is a great place to live and wants to do her part to help keep it that way.

Trustee Michael Flynn has been a Shelby Township resident and homeowner for more than a decade. Mr. Flynn holds a bachelors degree from Central Michigan University (93), and is the owner/operator of Plant Maintenance Direct, LLC; a pneumatic equipment distributor. He enjoys a large immediate family and makes his home in northwest Shelby Township.

- Lisa and her husband Joe have resided in Shelby Twp. since 1987, and are members of St. John Vianney Parish.
- Joe and Lisa have two sons, Joe II, 2004 Eisenhower graduate is a student at Michigan State, Anthony is a senior at Eisenhower.
- Lisa has been Vice President of Time Saving Appraisal Co. for over 25 years and is a Certified Residential Appraiser, and a Licensed Builder and Real Estate Broker, and a Level II Assessor.
- Lisa has been on the Sidewalk Committee for over 15 years, and was formerly the Chairperson.
- Lisa is President of Shelby Daybreakers Kiwanis Club, Vice President of Shelby Township Area Optimist Club, a member of the Macomb County Republican Party, First Vice President of the Eisenhower Instrumental Music Boosters, on the Board of Directors of Lake Pointe Woods Homeowners Assoc. and prior Board member of Lake Arrowhead Homeowners Association.

Doug and his wife, Pamela, have lived in Shelby Township for almost 20 years. Doug is a graduate of the University of Michigan, and also Michigan State University. Lauren, the daughter of Doug and Pam, is a recent graduate of the University of Michigan also, and is working with Teach for America in the State of Connecticut for a two year term.
A practicing attorney, who is currently a sole practitioner concentrating on business formation, business litigation, wills, trusts, probate, and real estate (shoart sales, foreclosures, evictions, etc), Doug also focuses on Elder Law and Medicaid planning for senior citizens. He has taken an active interest in senior programs, and is involved in with helping develop greater activities for seniors and their families. Doug has also been a host on Shelby TV's Senior Moments.
Doug is active in the Shelby Daybreakers Kiwanis, Shelby Optimists, and St. Kieran's Knights of Columbus, and is a member of the Township Planning Commission.
