Board of Trustees

An elected 7 member Board of Trustees governs the Charter Township of Shelby. Each member serves a four-year term. The current term will end on November 20, 2016.
The Supervisor, Treasurer and Clerk are all full-time positions, while the four Trustees are part-time. All Board members have an equal vote on Township matters that come before them.
There are specific statutory responsibilities for each office.
The Supervisor oversees the day-to-day operation of the Township, including the Police and Fire Departments, except for those areas whose responsibility falls to the Clerk or Treasurer.
The Treasurer is responsible, by statute, for managing the Township funds. That includes paying the bills, collecting the taxes, and investing the money. Any monies paid to the Township in any department is handled in the Treasurer's office, and deposited by him into the appropriate account.
The Clerk handles all correspondence, administers the elections, maintains the voter registration files, and is recording secretary to all committees, commissions and boards in the Township. The Clerk is also responsible for authorizing all payments, so he compiles the bill runs for payment approval by the Board of Trustees.
The Trustees are fiduciaries who vote on issues before the Board. The Board as a whole makes the important decisions for the Township, including things like hiring staff, large purchases, new buildings, and so on. The Board sets the budget to establish the spending for the following year.
The Board meets regularly on the first and third Tuesdays of the month, at Township Hall. The agendas are available on this website, or on the local cable channel. There are frequent special meetings, which will also be listed on this website, under "upcoming meetings".

Dear Fellow Residents:
Your elected Township officials are committed to working cooperatively, solving problems, addressing your concerns, and building a stronger township.  I will always remember that you, the people of Shelby Township, have elected me to this position and that it is you, not me, who retains the power.
Given our poor economic landscape, this is an especially challenging time for everyone.  As Supervisor, I look forward to serving you by exploring new ground and learning new things so that together we can find ways of accomplishing work in simpler, faster, and better ways.  That means we'll be confronting and working to resolve some very tough issues and remembering through it all that there's no wisdom like frankness. 
Our ultimate goal will be to meet the needs of our community and do so with a balanced township budget with no new taxes or tax increases.  We will prevail as long as we welcome ideas, advice, and support from each other, and fully commit ourselves to a shared vision and shared values.  Tough times require tough decisions, and your Board of Trustees is ready to tackle tough decisions in a positive and proactive manner.

Clerk Stanley T. Grot

Dear Township Residents,

It is my great honor and privilege to serve you in the position of clerk.  I am confident I can provide leadership and help to guide the township government through these difficult economic times while properly addressing important issues affecting our daily lives.

I will use my vast knowledge and experience to provide the best services for the taxpayers of Shelby Township.  I will honorably serve their needs.  I will lead by example.

While serving the residents of Shelby Township, the old fashion values will be my guide: hard work, high ethical standards, honesty, integrity, and complete dedication to those I serve.

Stanley T. Grot

Biographical Information

Stanley T. Grot was appointed Shelby Township Clerk on February 7, 2012; he took his oath of office and immediately began serving the Shelby Township residents on Wednesday, February 8, 2012.  Stanley comes with a wealth of experience in both the public and private sector. 

After studying Mechanical Engineering at Macomb County Community College and Wayne State University, he earned his journeyman card as a master mechanic working eleven years for General Motors Corporation.

For eight years, Stanley owned and operated his own successful family Restaurant in Hamtramck serving delicious meals and creating jobs for which he received many accolades and awards. 

Previously Stanley served as Sterling Heights City Councilman, Macomb County Commissioner, and Macomb County Deputy Treasurer.  He also worked at the state level for 7-1/2 years as Assistant Secretary of State and recently worked for Attorney General Bill Schuette in the Executive Office as Public Relations Representative for Southeast Michigan.

Stanley Grot is of Polish-German ancestry and is married to his wife Sylvia who together have four wonderful children attending Utica Community Schools.  Stanley belongs to many civic and political organizations such as Knights of Columbus, American-Polish Cultural Society and American-Polish Century Club.  He’s a former Cub Scout Den Leader, Pack 79.

Stanley is a past Chairman of the Macomb County Republican Party and currently the 10th Congressional District Republican Chairman.  He is a member of St. John Vianney Catholic Church in Shelby Township and Society of Christ Our Lady of Czestochowa in Sterling Heights.

Treasurer Michael Flynn

Michael Flynn has been a township Trustee since 2008 and is honored to continue his service to the people of Shelby Township.  He currently enjoys serving as the Board liaison to the Parks and Recreation Committee.  He holds a Bachelor's degree from Central Michigan University and has been a Shelby Township resident and homeowner since 1998.
Mr. Flynn continues to take a leading role in the board's economic development efforts applying his many years of corporate management and small business experience.  In his role as Treasurer, he is working to continue and expand the positive financial (and other) reforms initiated by the previous board.
Trustee Paul Viar
Paul Viar
Paul has been a resident of Shelby Township for 40 years. He and his wife Rosalie raised their four sons, Brad, Dennis, David and Paul Jr. in the Township.
Paul retired from the General Motors Tech Center in 1987. He was appointed to the Planning Commission in 1993 and served two terms.
He is currently a member of the Macomb County Republican Party and a former member of the Republican State Committee.  Paul also serves as a member of the Shelby Township Sidewalk Committee.
Paul was elected as the Township Treasurer in 2000, and was re-elected in 2004 and 2008. He most recently was elected to the Shelby Township Board of Trustees for a term to run from 2012 thru 2016.
Trustee Paula Filar

Paula has been a resident of Shelby Township for over 40 year and has been active on committees and commissions since 1992.  Prior to being elected in the year 2000, she served as Secretary of the Planning Commission for 4 years.  Paula is a member of the Macomb County Republican Party and a member of St. Kieran’s Parish.

She currently serves on the Township’s Solid Waste and Recycling Committee, and is the Trustee representative of the Downtown Development Authority.

While she is now retired, Paula worked as a Director for Kelly Services and was the managing  partner of her Staffing Company for 12 years until she sold her share in the business a few years ago.
Paula and her husband Dave have two daughters, Michelle and Mary a son-law-law Doug, and four grandchildren who reside in the Pacific Palisades and Santa Monica, California.


Trustee Nick Nightingale

Nick is a lifelong Shelby Township resident.  To Nick, this township is more than a township, it is his home.  The most important thing to Nick is his family, especially his wife Nicole, also a lifelong resident, and two young daughters, Ava and Isla. 

Nick is a graduate of Eisenhower High School and the Operations Manager of Nightingale Service in Shelby Township. Being a businessman, he understands that you get what you put in and he always puts in 110% for the best results. Nick is certified in numerous areas, including automotive, throughout the state of Michigan and has several national certifications. Nick will proudly represent this great community and be a voice for the people with his conservative republican values.

Doug and his wife, Pamela, have lived in Shelby Township for almost 20 years. Doug is a graduate of the University of Michigan, and also Michigan State University.  Lauren, the daughter of Doug and Pam, is a recent graduate of the University of Michigan also, and is working with Teach for America in the State of Connecticut for a two year term.
A practicing attorney, who is currently a sole practitioner concentrating on business formation, business litigation, wills, trusts, probate, and real estate (shoart sales, foreclosures, evictions, etc), Doug also focuses on Elder Law and Medicaid planning for senior citizens.  He has taken an active interest in senior programs, and is involved in with helping develop greater activities for seniors and their families.  Doug has also been a host on Shelby TV's Senior Moments.
Doug is active in the Shelby Daybreakers Kiwanis, Shelby Optimists, and St. Kieran's Knights of Columbus, and is a member of the Township Planning Commission.
