Dear Fellow Residents:
Our Township is committed to helping our citizens in
time of need. Currently, as you know, there are significant
water drainage issues and we are working to help solve these
problems as best as we can. Since we don’t own the
drains or the lakes that are causing such concern, we have to
coordinate with others to get the desired result. Taxpayers
are looking for leadership, and as Township Supervisor I am
determined to give residents the leadership that they want and need
to get things done.
Our Board of Trustees and our township team of experts
have worked skillfully to bring about an effective
resolution. I commend everyone involved for their time and
expertise.

Quarry
Lake
Week of April 13th
- After briefing, Supervisor
asked AEW to discuss the under drain system with the property
owner of Ken’s
Lake. Owner explored the pipe system and
discovered it was full of debris. Water flow was
restored by property owner and water level receded two
feet. Note:
Ken’s Lake is not connected to Quarry Lake Area.
- Township Engineer
and DPW walked Section 30 (Quarry Lake Area) in
search of storm drain pipes and outlets connected to Clinton
River. Found two outlets connected to Clinton River.
- After briefing,
Supervisor requested that AEW and DPW report to the Macomb
County Health Department, suspicious odors and color of both
outlets to the Clinton River.
- Supervisor, DPW and
AEW met with six property owners to discuss ground water and
sump-pump issues they were encountering.
Week of April 20th
- Determined that the
lake and under drain system are private and not publicly owned
or operated.
- Supervisor
requested continued research efforts with Township, Road
Commission, Drain Commission, MDEQ, AEW, and other Engineers.
- Research grant
opportunities initiated for lake, river, and stream
improvements, that are not normally included in a
municipalities budget. Efforts are ongoing.
Week of April 27th
- Supervisor
requested AEW and DPW to meet with major land holder
representatives concerning history of water elevation and
under- drain pipe systems around landfills that are connected
to the Clinton River.
Week of May 4th
- After
meeting with Supervisor, AEW contacted the Michigan DEQ and other
agencies regarding records associated with the under drain
systems.
Week of May 11th
- Reviewed
grant opportunities.
- DPW
and AEW met with a group of approximately 40 residents in the
township hall lobby during the regularly scheduled Board of
Trustee’s Meeting. It was discovered that
ground water and sump-pump issues were encompassing a larger
area than originally thought. The areas include
generally 4 Bears Lake and Quarry Lake.
- Supervisor
scheduled a special informational meeting on Tuesday May 19th
to discuss progress.
Week of May 18th
- Supervisor
called special meeting to discuss specific objectives with AEW
and DPW. The objectives were formulated as follows:
- Improve the existing outlet to the Clinton
River
- Provide new outlet to Clinton River
- Develop a long term solution
- Time Frame:
- Short Term- Construct new 12”
outlet to existing system within 3 weeks
- Long Term- Concurrent with any
development, construct 36” pipe outlet to the Clinton
River
- May
19th, met with the residents of the area in the Board Room to
review the situation and progress. Also heard from
residents throughout the community that had similar but
unrelated ground water issues. Supervisor scheduled a
follow up meeting for Tuesday May 26th for updates.
- Supervisor
promised to contact the property owner to discuss voluntarily
halting fill operations until the new outlet is
constructed. By noon the next day, the filling of the
lake had been halted.
- Discussions
continued with property owner and his engineer to design and
construct a connection from Quarry Lake to the existing under
drain system.
Week of May 25th
- At the update
meeting with the residents, Supervisor reported that fill
operations had ceased within 24 hours of the request being
made.
- Property owner moved
construction equipment to site and began proceeding with the
construction.
- Supervisor
scheduled a special meeting to take place on Wednesday June
3rd for update.

Sewer Tap Site
on North End of Quarry Lake just South of Hamlin Rd.
Week of June 1st
- Property owner and
contractor attempted to connect lake to under-drain pipe system.
Attempt unsuccessful due to soil and water conditions.
- Contractor
installed pump in the lake and is pumping into the under-drain
pipe system.
- Contractor is
reorganizing efforts to make the tap. No schedule set.
- Meeting with
residents occurred June 3 to give update on progress.
- Supervisor agreed
to explore the long term outlet in a shorter time frame and
coordinate a joint meeting with all appropriate governmental
agencies.
Week of June 8th
- Property owner
continues to pump lake on a 24 hour basis.
- Lake is
approximately 10 inches lower than measured high water
elevation.
- DPW and Engineer
will meet with owner next week to discuss method and schedule
to tap existing storm system for second attempt.
- Ken’s lake is
still flowing into storm sewer system, lake is approximately 3
feet lower than measured elevation.
Week of June 15th
- The
lake is approximately 12 inches lower than the measured high
water elevation.
- Pumping
continues on a 24 hour basis.
- The
property owner will attempt to make the tap to the existing
storm sewer system during the week of June 29th.
- The
township is in the process of developing an action plan for
the long term drainage outlet.
Week of June 22nd
- Significant
rainfall events have resulted in a slightly higher lake
elevation but a general downward trend continues.
- Pumping
continues on a 24 hour basis
- Township
Supervisor met with the DPW Director, Planner and Engineer to
develop action plan for long term solution
- Discussed possible outlets, costs and
funding sources
- Concluded that the first step is to revise
the master plan to reflect current conditions, changes to
development trends(residential vs industrial) and an
independent outlet to the Clinton River.
Week of September 21st
·
The temporary 12 inch storm sewer
tap has been made to the existing under drain system.
·
Contractor has ceased pumping
operations.
·
Lake water is flowing through the
temporary outlet.
·
Lake levels have dropped
significantly over the summer to the point where the land bridge is
now exposed.
·
The north portion of Quarry Lake
has dropped 4 feet since the high water measurement in May 2009.
·
The south portion of Quarry Lake
has dropped 2.6 feet since the high water measurement in May 2009.
·
Discussions with several property
owners have commenced to remove the land bridge and let the water
levels equalize between the south and north portions of the lake.
·
The revised master storm drainage
plan for Section 30 was presented to the area residents on
September 21, 2009 with the final report to be sent to the Township
Board by November.
Week of November 2nd
·
Property owners have connected
the north and south portion of Quarry Lake with a ditch through the
land bridge.
·
The lake level, for the southern
portion of Quarry Lake, has dropped significantly and now closely
matches the northern lake.
·
Actual lake elevations have not
been measured. Hope to measure within next few weeks.
Four
Bears Lake
Week of April 20th
- Started
to hear concerns of residents on Erma St. that high water in
the lake was starting to threaten basements at the April 21st
Board of Trustee’s Meeting.
- Supervisor
requested special meeting with AEW and DPW at 8:00am on April
22nd to review situations and identify possible
solutions. A plan of action was developed to, meet
with the property owners on the private lake, identify
solutions, and establish a timetable.
- AEW
updated the Supervisor and Board Members regarding 4 Bears
Lake water elevations.
- DPW
met with property-developer to discuss possible solutions.
- Supervisor
requested ongoing research by AEW regarding historical data
and possible long and short term solutions.
Week of April 27th
- DPW
met onsite with the Macomb County Road Commission discuss
proposed lake outlet along Brookland Ct.
- DPW
determined the right of way and easement ownership along route
of proposed pipe.
- Supervisor
requested AEW to prepare a preliminary cost estimate and begin
design of project.

Week of May
4th
- DPW
met with Macomb County Road Commission to discuss proposed
storm sewer outlet for 4 Bears Lake.
- After
briefing, Supervisor requested AEW to perform topographical
survey, completed design of project, and DPW hand delivered
the design to the Macomb County Road Commission and the Macomb
County Soil Erosion Department.
- DPW
and AEW coordinated an onsite meeting with MDEQ.
Week of May 11th
- Macomb
County Road Commission approved the plans for the 4 Bears Lake
storm water outlet.
- DPW
and AEW met onsite with the MDEQ to review lake situation and
the Greens Ditch, and to determine if a permit could be issued
on an emergency basis. Early determination from MDEQ was
that this permit could not be processed on an emergency basis.
- DPW
and AEW met with 40 residents in separate lobby meeting
concurrent with the Board of Trustee’s
Meeting. It was discovered that ground water and
sump-pump issues were encompassing a larger area than
originally thought. The areas include generally 4 Bears
Lake and Quarry Lake.
- At
the May 13th Board of Trustee’s Meeting an emergency
resolution was passed to urge the DEQ to recognize that this
indeed was an emergency situation.
- Supervisor
requested special informational meeting on Tuesday May 19th to
discuss progress.
- Supervisor
requested emergency meeting with DEQ based on the Board
Emergency resolution.
Green's Ditch
Week of May 18th
- Supervisor,
DPW and AEW formulated specific objectives for 4 Bears Lake as
follows:
- Design pipe project
- Obtain emergency MDEQ permit
- Obtain construction agreement and funding
- Timeframe
was established to construct the project within three weeks.
- Expected
results from this project was to remove ½ to 1”
of water per day from the lake.
- On
Monday May 18th, Supervisor, DPW, AEW and Wetland Consultant
met with the MDEQ officials at the Warren office and successfully convinced
them to immediately issue an emergency permit.
- Township
received approval of the construction plan from the Macomb
County Soil Erosion Department.
- May
19th , Supervisor, AEW and DPW met with the residents in the
area (inside the Board Room) to review the situation and
progress. Also heard from residents throughout the
community that had similar and unrelated ground water
issues. Supervisor requested a follow up meeting for
Tuesday May 26th for updates.
- Supervisor
and DPW facilitated a meeting with the Louis Lake Estates
Association for their funding of the project.
- Supervisor
and AEW, as requested by Ed Szczepanski County Commissioner
for District 11, applied for emergency use of County funds and
attended May21st County Board of Commissioner’s meeting
to make the request. The request was denied
Week of May 25th
- AEW
reported the lake levels were two inches lower due to weather
conditions at the update meeting with the residents.
- A
non-emergency County Lake, River and Stream Grant to be
submitted by the June 1st
- DTE
has relocated the power poles adjacent to the
construction area.
- AEW
reported that the construction preparation and survey staking
are complete.
- Lewis
Lake Estates property owners had agreed to fund the entire
project.
- Supervisor
scheduled a special meeting to take place on Wednesday June
3rd for update.
- Construction
materials order to be delivered Week of June 1st
- DPW
performed a preconstruction video of the storm sewer project
area.
- Final
details of association funding agreement were completed.
- Supervisor
scheduled a special meeting to take place on Wednesday June
3rd for update.
Week of June 1st
- Meeting
with residents occurred June 3 to give update on project
progress.
- Construction
equipment and materials delivered to the site.
- A
preconstruction meeting was held with the contractor, Road
Commission, County Soil Erosion Department and Township.
- Work
to begin Saturday June 5, 2009.
Week of June 8th
- Construction
of the outlet pipe has proceeded.
- Pipe
has been extended to Vineyard.
- Pipe
crossing of Vineyard scheduled for Saturday, June 13, 2009.
- Retaining
wall near lake has been removed to accommodate construction.
- Lake
level is approximately 6 inches below high water elevation.
- Updating
MDEQ on status.
Week of June 15th
- Pipe
has been extended to within 20 to 30 feet of the lake.
- Water
flow through the soils is excessive, affecting construction
and trench safety.
- End
of pipe will be covered with stone allowing the lake water to
drain through the soil and stone and into the pipe.
- Contractor
will complete construction when the lake reaches a lower
elevation.
- Current
lake level is 6 to 8 inches below the measured high water
elevation.
Week of June 22nd
- The
Township Supervisor and the Engineer met with residents to
review the Green’s Ditch and to address concerns
regarding the discharge of water from the Four Bears Lake and
how to control the water in an effort to minimize impacts on
the Green’s ditch and to prevent the Green’s ditch
from overflowing the banks.
- Construction
of the pipe outlet has temporarily halted for a period of 1 to
2 weeks to allow the water level to recede.
- The
pipe is within 30 feet of the lake.
- Lake
water is flowing through the soils and sediment filters and
into the pipe.
- Daily
observations indicate that the water flow is clear and
currently below the permitted amount, and the downstream ditch
and culverts are flowing freely.
- Significant
rainfall events have resulted in a slightly higher lake
elevation but a general downward trend continues.
Week of September 21st

The outlet pipe is complete and
water continues to flow through the pipe.
·
The outlet control structure
remains to be constructed.
·
Lake levels have dropped 2.3 feet
since the high water measurement in May 2009.
·
Waiting for the Road Commission
to complete ditching at the east end of Brookland.
Week of November 2nd
·
No changes from the
previous update.
- Mid
April, other property owners throughout Township called regarding
excessive sump pump usage.
- End
of April, residents surrounding Emerald lake voiced concerns
regarding high lake levels.
- At
special meeting of May 19th, residents of 22 mile and Van Dyke
area voiced concerns of high ground water tables and sump pump
usage.
